Francis Lammer was the executive director of the Redevelopment Authority of the City of Philadelphia in 1960 when he owned this house. The Redevelopment Authority focuses on planning and developing mixed-use communities. Lammer was named executive director of the Redevelopment Authority in 1951. He was executive commissioner of the National Association of Housing and Redevelopment Officials from 1948 to 1958.
